Active Shooter Mitigation

An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and other populated areas. In most cases, active shooters use firearms and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly.
All employees can help prevent and prepare for potential active shooter situations. This course provides guidance to individuals, including managers and employees, so that they can prepare to respond to an active shooter situation.
This course is not written for law enforcement officers, but for non-law enforcement employees. The material may provide law enforcement officers information on recommended actions for non-law enforcement employees to take should they be confronted with an active shooter situation. The course is also not INDUSTRY-SPECIFIC. While schools, churches, concerts, and theaters have been recent targets; an active shooter mitigation plan can benefit any place of work or leisure venue.
Outline:
Module 1: Define the Active Shooter Threat
This session uses FBI report statistics to define what an active shooter threat is and discusses the report findings from the past twenty years regarding incident locations as well as Active Shooter data.
Module 2: Preventing the Next Active Shooter
Participants will discover how to recognize behaviors on the Pathway to Violence and how to instill a positive culture for reporting suspicious behaviors. They will also understand the four types of workplace violence categories in order to complete a risk analysis for their organization.
Module 3: Security Considerations
Participants discuss the differences between hard and soft targets to evaluate the security options appropriate for their organizations. They will also consider how Building design affects planning for an Active Shooter threat.
Module 4: Mitigation Considerations
Participants will consider the communication procedures necessary to reduce the effects of an Active Shooter incident and will explore the Run-Hide-Fight model.
Module 5: Response to an Active Shooter
Participants will explore the different types of law enforcement responses and how liaisons are to respond to the first officers on the scene.
Module 6: Recovery
This session discusses the organizational necessities to be able to recover from an Active Shooter incident and regain business continuity. They will also determine the types of training exercises that will work best for their organization.
